Heerema Leads Offshore Wind Decommissioning Initiative

The offshore wind sector is on the cusp of a new era, and it’s not the one you might expect. As the industry’s first-generation turbines approach the end of their operational lifecycles, decommissioning is becoming an increasingly pressing issue. Heerema, a major player in the offshore industry, is taking the initiative with the Clearwind Joint Industry Project (JIP), aiming to tackle the challenges head-on and shape the future of offshore wind decommissioning.

The Clearwind JIP is a comprehensive endeavor focusing on the decommissioning of Wind Turbine Generators (WTGs) and their foundations. It will delve into the development and evaluation of various decommissioning methodologies, optimised logistics, and robust CAPEX estimation methods. The project will also provide a roadmap for planning and executing future offshore wind decommissioning projects, a critical need as the industry approaches this new phase.

By 2040, Europe alone will have decommissioned approximately 1,000 turbines, a number that’s expected to surge to 6,000 by 2050. These figures underscore the urgency of the situation and the need for a well-structured approach to decommissioning. Heerema’s initiative comes at a pivotal moment, offering a chance to shape the industry’s response to this challenge.

The first phase of the Clearwind JIP will focus on identifying timelines, rules, and regulations, and specifying the scale of the upcoming decommissioning phase. This broad perspective will be investigated in collaboration with equipment suppliers, contractors, developers, and regulatory bodies. The aim is to integrate novel and existing technologies, logistics, CAPEX estimation, and process development to address the critical challenges of the decommissioning phase.

Heerema’s goal is clear: to enhance participants’ understanding of offshore decommissioning methodologies by considering all relevant aspects and enabling them to plan ahead. This includes assessing regulatory requirements, port and vessel capacities, equipment constraints, recycling methodologies, and marine environmental impacts. By doing so, the project aims to optimise offshore decommissioning and develop guidelines and recommendations for the industry.

The Clearwind JIP could significantly shape the development of the offshore wind sector. It presents an opportunity to establish best practices, reduce uncertainties, and minimise environmental impacts. Moreover, it could pave the way for innovative solutions, such as repurposing or recycling decommissioned components, thereby contributing to a more circular economy within the industry.
